Symptoms
After running the Concurrent Process: 'Recalculate Participation Values: Grade/Step Progression' with variable rates, the Grade Ladder Rate value is not visible in the Salary tab for the employee Grade Scale <Grade_Scale_Name> with grade rate starting 01-SEP-2017
It is expected behavior after running the Concurrent Process: 'Recalculate Participation Values: Grade/Step Progression' without Variable Rate , the Grade Ladder Rate value should be visible in the Salary tab for the employee Grade Scale <Grade_Scale_Name> with grade rate starting 01-SEP-2017
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Created Grade rate ABC_Rate starting 01-SEP-2017 for Grade Scale <ABC_Scale> (Variable Rate attached to Standard Rate)
2. Run the Concurrent Process 'Recalculate Participation Values: Grade/Step Progression'
3. Worker is not visible in the Salary tab

Created Grade <ABC_Rate> Worker B starting 01-SEP-2017 for Grade Scale <ABC_Scale> (Variable Rate attached to Standard Rate)
