Severe Performance Issue when Running Party Synchronization to Process Thousands of Contacts for ITM/GTM

ACTUAL BEHAVIOR

Party sites with huge number of contacts taking time to process during ITM/GTM Party Synchronization

EXPECTED BEHAVIOR
-----------------------
Expect the ITM Adapter to complete in less than 5 minutes to process party synchronization records

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.  Ran the 'Party Sync' for 3 customers (created in last and last updated in, parameters blank).
2. The party sync completed in less than 1 min.
3.  Adapter startup program running in the background picks up the records for processing.
4.  Adapter changes the process_flag for the 3 records in the ITM control table from 0 to -2. It starts processing them.
5.  Depending on the size of the customer i.e. no. of bill/ship/end customer sites, adapter processed 2 records in 60 mins, and even longer to process the 3rd record

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot complete Party Synchronization within a reasonable time frame.   This fails to update the Restricted Party List on a timely  basis which may result in certain orders passing export screening and being shipped to parties that should have been on the restricted party list.
