On : 12.1.3 version, Accounting related

ACTUAL BEHAVIOR
---------------
In Oracle Cost Management - Accrual Reconciliation Load Run is loading the wrong data.
After upgrading the CSTACCLB.pls version to 120.27.12010000.64, Accrual reconciliation Load run program populates duplicate records in
cst_misc_reconciliation for same po_distribution_id and inventory_transaction_id.

EXPECTED BEHAVIOR

Expect Accrual Reconciliation Load Run to populate correct data. 

STEPS TO REPRODUCE

-------------------------
1. Navigate to Purchasing responsibility 
2. Run the Accrual Reconciliation Load Run program
3. It populates duplicate records in cst_misc_reconciliation for same po_distribution_id and inventory_transaction_id.
