Oracle Service Contract QA Check Performance issue

Oracle Service Contract out of the box QA check is taking too much time (1 Hr) to complete for a contract that has around 6K service lines.

The issue can be reproduced at will with the following steps:
1. Create Contract
2. Run QA check

The issue has the following business impact:
Due to this issue, users cannot  use out of the box QA check.
