Unable To Update The Service Order Status. The User Does Not Have Access To Update The Service Order

On : 12.2.5 version, Repair Order Management
When a user creates a Service Order (Repair Order) through Depot Repair application and when he tries to update the service order , in one of the scenario
observed this issue.
Currently , Service Order status flows from
Step 1. Uncommitted - Committed ,
Step 2.Committed - Implemented ,
Step 3. Implemented - Closed.
Once the Service order is created it will be under uncommitted Status.The issue is observed when query for the order and then change the status to committed from uncommitted and we decide not to commit and revert status back to uncommitted and try to update the order then face this issue.
Same issue is observed in Step 2 : that is first decide to implement from commit and changes the status field on page accordingly and before saving decided to revert back to commit and tried to save.

Issue is not specific to single service order.
"The user does not have access to update the Service Order Status "
The issue can be reproduced at will with the following steps:
1. Once the Service order is created it will be under uncommitted Status
2. query for the order and then change the status to committed from uncommitted
3. Then change the status to committed from uncommitted and decide not to commit and revert status back to uncommitted and try to update the order
