Asset Number Starting with Zero Can Not be Created When It Is Higher Than Starting Asset Number in System Controls

Symptoms
Asset Number starting with Zero cannot be created by the following error when it is higher than Starting Asset Number in System Controls.
It should be able to be created irrespective of Starting Asset Number in System Controls
Steps to reproduce
1. Go to (N)Setup > Asset System > System Controls
Starting Asset Number : 100000
2. Go to (N)Assets > Asset Workbench
Case : Asset Number = 090000
When excluding leading 0, 090000 becomes 90000. 90000 is lower than Starting Asset Number(=100000) and it can be created.
Case : Asset Number = 0900000
[Current behavior]
When excluding leading 0, 0900000 becomes 900000. 900000 is higher than Starting Asset Number(=100000). Therefore, this error occurs and it can NOT be created.
[Expected behavior]
Asset Number starting with Zero should be able to be created irrespective of Starting Asset Number in System Controls
