Personalized LOV Working Intermittently on Quick Sales Order Form

Personalized LOV only working intermittently
We have personalized the Ship-to-Contacts LOV for the Quick Sales Order form to filter out any contacts that do not have a phone number. The personalization is working most of the time, but occasionally it does not work and shows all customer contacts within TCA.
We need to know why the personalization is working intermittently and what we need to do to fix this.
Expect Personalzation to work as expected each time and not randomly.
The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User
2. Navigate: Make use of Personalization for the Ship-To-Contacts LOV in Quick Sales Order form
3. Notice the personalization works intermittently.
