R12: CE: SWIFT MT940 File is not Uploading 08 Accounts During Processing

On : 12.1.3 version, Bank
The MT940 files doesn't have all the account when uploaded. Missing are the 08 new accounts which is appearing in MT940 files downloaded from the bank. The same bank accounts are missing in Oracle after the upload/transfer. Why is this occurring?
