Tender Email Missing Shipment Stop Information

Symptoms
When tendering a shipment with multiple Order Releases the following can be noticed:
The tender email received has 2 issues:
1. Shipment stop information - Ship unit - Unit Spec: always empty
2. Shipment stop information - Stop 1 - Releases: Not all releases are listed
The issue can be reproduced at will with the following steps:
1. Go to Shipment Management
2. Select the Shipment
3. Go to Actions, Shipment Management, Tender, Secure Resources
The tender email received has 2 issues:
1. Shipment stop information - Ship unit - Unit Spec: always empty
2. Shipment stop information - Stop 1 - Releases: Not all releases are listed
