PO Output For Communication Performance Issue

Symptoms

On 12.1.3 version observe that the PO Output for Communication when launched via the PO Approval Workflow can take between 1 hour and 2.5 hours to complete sometimes, causing a backlog in concurrent request processing and delaying the PDF output to the supplier for the PO
 
STEPS
The issue can be reproduced at will with the following steps:
1. Create PO
2. Approve PO
3. PO Output for Communication launched and issue occurs
