CLM:'Restricted To Invited Suppliers' Control Requires Userids To Be Created For Supplier Contacts

Symptoms

Version 12.2.4 Contract Lifecycle Management for Public Sector

Currently in CLM, when 'Restricted to Invited Suppliers' control is selected on Solicitations, on the supplier’s tab,
system is requiring userids to be created for supplier contacts. If there is no userid created for supplier contact,
 then an error message is displayed upon save.
Users are required to enter 'Additional email address' as a workaround to the reported issue.

The system should not be requiring userids for supplier contacts given that CLM provides the capability to use Surrogate offers functionality.
