OM Pick And Ship Button Does Not Pick And Ship

Symptoms
When attempting to use the 'Pick and Ship' button on the Shipping Transaction Form (STF)
to both pick and ship the Lines , find the lines are backordered.
This process , however , if broken to manually transact and allocate the Move Order , completes successfully.
Expect the 'Pick and Ship' button to successfully complete the Picking and Shipping for the Order Lines
STEPS
The issue can be reproduced at will with the following steps:
1. Order Management responsibility
2. Shipping > Transactions
3. Do a find for the Order to be processed , i.e Lines in Ready to Release status
4. Click on Pick and Ship button , find the lines are backordered
