Symptoms
When attempting to PRC: Generate Draft Revenue for a Single Project, the following error occurs;

The project does not have an eligible event or expenditure item.
STEPS

The issue can be reproduced at will with the following steps:
1. Go to Projects Responsibility
2. Run the Concurrent Program PRC: Generate Draft Revenue of a Single Project
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot generate draft revenues against the Project.
