Goal

After upgrading from 12.1.3 to 12.2.6,, when adding the SIT in Self Service, the Page button bar is not displaying in the footer, however, the page button is displaying on the Header (Top Right Hand Side).
Why is the Page button bar no longer displayed at the footer?
