 E-Business Suite R12 Applications Technology Stack, Forms for Applications Technology issues

Users report the following message in the E-Business Suite applications home page:

"The System has not been taken off maintenance mode completely, please contact your system administrator"

<Patch 26386678> was recently applied, and after the patching session maintenance mode was disabled before bringing up application services as confirmed by the following select statement:

SQL> select fnd_profile.value('APPS_MAINTENANCE_MODE') from dual;

FND_PROFILE.VALUE('APPS_MAINTENANCE_MODE')
--------------------------------------------------------------------------------
NORMAL

This message appears only for few users/machines.

Users have tried clearing browser cookies and cache with no success.

Changes

 We had a patching activity, and after patching maintenance mode was disabled before bringing up application services.
