Symptoms

Workflow Mailer stops frequently and the Log file shows Error:

ERROR:[SVC-GSM-WFMLRSVC-27512669-10006 : oracle.apps.fnd.wf.mailer.SMTPOutboundProcessor.send(Message)]: Exception occurred while sending message -> com.sun.mail.smtp.SMTPSendFailedException: 421 4.4.2 Message submission rate for this client has exceeded the configured limit [xxx.outlook.com]
