Actual behavior
Following WIP Issue transaction, locator capacity is not updated.

Expected behavior
Update available locator capacity after WIP Issue transactions are performed.

Steps to reproduce the issue
1. WIP Material Transactions form
2. WIP Issue
3. Select "All Material"
