R12/JL:AP: 26803464 Unable To Create New Tax Code In Production For Argentina

Symptoms
Argentina Payables
When attempting to add, end date or delete a tax code in Supplier Applicability,
the following error occurs.
APP-JL-62294: Please enter a start date or end date that is not within an existing range.
APP-JL-62389: This withholding tax name is already in use.
Please enter a unique withholding tax name to continue.
APP-JL-62593: This withholding tax code is currently used by invoices and cannot be deleted.
The issue can be reproduced at will with the following steps:
1. Responsibility: Oracle Payables - Argentina localization
Production instance
2. Path: Supplier Withholding Applicability
3. Query a supplier
4. Go to Supplier Withholding Tax Codes
5. Enter a new tax code TURN_BSAS_GRP05
The following error occurs:
APP-JL-62294: Please enter a start date or end date that is not within an existing range.
The error occurs because the tax code TURN_BSAS_GRP15 does not have any end date
so there is an Overlap in terms of dates.
6. Try to end date the TURN_BSAS_GRP15 first
The following error occurs:
APP-JL-62389: This withholding tax name is already in use.
Please enter a unique withholding tax name to continue.
7. Try to delete the TURN_BSAS_GRP15 tax codes
The following error occurs:
APP-JL-62593: This withholding tax code is currently used by invoices and cannot be deleted.
The issue has the following business impact:
Due to this issue, users cannot add the new tax code to Supplier Applicability
