APP-FND-01016 When Querying PO Distributions Using MOAC Responsibility (Doc ID 2330973.1)

Goal

When using  MOAC responsibility to query for PO distributions without a specific Operating unit errors are raised
1. APP-FND-01016: Routine FDFRKS: Unknown structur ID for 0 flexfield code GL# with application ID 101
2. APP-PO-14122: No records meet your search criteria
  When the Operating Unit field is defined, the query returns data and no errors

The expectation is the query is run to get all distributions not specific to Operating Unit . How can this be accomplished
