Why is there quantity mismatch between CST_QUANTITY_LAYERS/CST_INV_LAYERS and MTL_ONHAND_QUANTITIES?

For example, there is positive amount on CST_QUANTITY_LAYERS.LAYER_QUANTITY as below, but there is no data is MTL_ONHAND_QUANTITIES.
