ACTUAL BEHAVIOR
---------------
After inserting a new step in a Pending batch, when you then enter a step dependency for the new step on the previous step, a duplicate resource transaction is created for every resource in the batch.
If you then enter a step dependency for the step after the inserted one to depend on the inserted step, a third duplicate resource transaction is created for every resource in the batch.
EXPECTED BEHAVIOR

Expect no duplicated resource transactions
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a batch with batch steps and batch step dependencies
2. On Batch Steps, insert a step between two existing steps
3. Enter a step dependency for the inserted step to depend on the previous step. This creates the first set of duplicates.
4. Edit the step dependency of the step after the inserted one so that it now depends on the inserted step. This creates the second set of duplicates.
BUSINESS IMPACT
