On : 12.1.3 version, Change Management

When attempting to perform Data Migration, Error notifications are been generated and
the following error occurs

Event Error Stack:
Wf_Event_QH.Enqueue(WF_BPEL_Q, SQL err is ORA-24033: no recipients for message)
Wf_Event.Enqueue(oracle.apps.ego.item.postItemBulkLoad_EVENT_QH)
