Symptoms

Problem Statement:

After application of an OTL patch which delivers a new version of Timecard.java, when trying to update/create a timecard or open a notification, the following error occurs:

oracle.apps.fnd.framework.OAException: java.sql.SQLException: ORA-06550: line 2, column 3:
PLS-00306: wrong number or types of arguments in call to 'FETCH_BLOCKS_AND_ATTRIBUTES'
ORA-06550: line 2, column 3:
PL/SQL: Statement ignored


Steps to Reproduce:

The issue can be reproduced at will with the following steps:
1. Apply an OTL Patch
2. Try to edit a timecard
