ACTUAL BEHAVIOR

"I need a purchase order number immediately" box not generating Emergency PO Number

EXPECTED BEHAVIOR
-----------------------
"I need a purchase order number immediately" should generate the PO number

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to iProcurement
2. Shop > Non-Catalog Request > Enter Details > add to Cart
3. View Cart & Checkout > Check "I need a purchase order number immediately" box
4. Edit > Submit
5. Received accounting error due to the security rules
6. Edit the line and enter correct account > Submit
7. Requisition created but no emergency PO number
