Unable To Add A Record To The Mapping Sets Form

Information in this document applies to any platform.
Unable to be able to create new record in the mapping set screen in one environment, meanwhile in other environments user is able to add.
The value for this profile ""SLA: Setup User Mode (INTERNAL use only, do not ship)" is set to "Internal" in all 3 environments, but the profile is visible in the Forms just in the environment with issue.
