What Controls the Operating Unit LOV in Advanced Collections Forms and Concurrent Processes? (Doc ID 2333625.1)

In the Collections Agent UI, the parameter for most concurrent processes and the Universal Work Queue, there is a field for the Operating Unit with a LOV.   How is this LOV populated?  Where do we select which Operating Units should be listed here?
