Move Order Not Create Automatically When Creating a Batch Even Though Create Move Order Parameter is Checked (Doc ID 2333665.1)

On : 12.2.5 version, Batches

On Process Execution Parameters, the Create Move Orders checkbox is checked on the Create Batch tab, so a move order should be created when a batch is created.
Create batch, click on first ingredient, click Move Orders button, get error

APP-INV-05507: There were no Move Order records found

When doing Picking on the batch instead, the move order is created successfully.

In testing internally, I found that a move order was created, but the first two ingredients in my batch were not included on the move order. So if I clicked on the Move Orders button from either of the first two ingredients I got the error, but if I clicked from one of the other ingredients I was able to get to the move order. When running Picking, though, all of the ingredients are included in the move order.

This is occurring regardless of whether or not I leave the Move Order Timefence field blank or enter a value like 30.

The issue can be reproduced at will with the following steps:
1. Check the Create Move Orders checkbox on the Create Batch tab of Process Execution Parameters (Production Supervisor > Setup > Parameters)
2. Create a batch (Production Supervisor > Batch Details)
3. Click on the first ingredient line and click the Move Orders button.
