Sales Order Line Created By Inventory Can Be Cancelled In Order Management

After a user in WMS does a curtail pick/partial pick on a line, the remainder is created as a separate line on the the sales order. The source of the creation is via Inventory, therefore the customer service people can cancel the line without cancelling the allocation/reservation in Inventory. How does one ensure that customer service agents are not allow to perform this action? It seems that since the line was created by Inventory, there are no restriction on actions that can be performed on the line.
