Send Class beginning Notifications to Waitlisted Learners - Notifications sent to incorrect users

When running the concurrent program, (OTEVTNTF) "Send Class beginning Notifications to Waitlisted Learners" some employees are receiving notifications telling them they are wait-listed when they are actually booked onto the event.

This is because there is a bug in the package that generates and sends out the notifications.

The cursor that selects the data does not take into account that a delegate_person_id may not exist for a booking where a sponsor person has booked on behalf of the delegate.

The affected package is:
create or replace Package body ota_initialization_wf as
/* $Header: ottomint.pkb 120.43.12010000.27 2017/03/17 09:34:03 shwnayak ship $ */

The code block starts at line 1520 where the get_all_wait_Learners cursor returns the delegate_person_id.

The list returned can contain null values.

The log file for the concurrent program confirms the bug as it lists a number of blank person id numbers.

The issue can be reproduced at will with the following steps:
1. Run concurrent program, (OTEVTNTF) "Send Class beginning Notifications to Waitlisted Learners"
2. Notice that Class has begun notification is sent to learners that are not waitlisted
