RIQ Does Not Calculate Freight Charge Based On Ship Unit Value 'Declared Value'

Symptoms
OTM does not calculate freight charge/Cost based on ship unit value given in the RIQ. The RIQ 'Declared Value' (Ship Unit/ Commodity Line Value) attribute isn't passed to rating engine for evaluation.
Example:
----------
- Create an RIQ with a Ship Unit Value of 200 USD for example.
- Create a Rate Record wit the following Rate Basis Items (RBI).
10.0% OF SHIPMENT.SHIPUNITS.DECLAREDVALUE
- The expected cost when you run the RIQ is 20.00, but that is not happening.
NOTE: It works as expected for order planning. (Declared Value on the Line Item)
