ORA-12541 Error When Running Autoconfig On Applications Tier

Symptoms
In R12.1.3, running Autoconfig on Apps Tier fails with Error:
[AutoConfig Error Report]
The following report lists errors AutoConfig encountered during each
phase of its execution. Errors are grouped by directory and phase.
The report format is:
<filename> <phase> <return code where appropriate>
[SETUP PHASE]
AutoConfig could not successfully execute the following scripts:
adgendbc.sh INSTE8_SETUP 1
afcpnode.sh INSTE8_SETUP 1
afgcsreg.sh INSTE8_SETUP 1
txkWfClone.sh INSTALL_SETUP 1
AutoConfig is exiting with status 4
Check the section for each script,we found error below
ORA-12541: TNS:no listener
