R12: Using API PA_BUDGET_PUB.UPDATE_BUDGET Not All Budget Lines Are Updated (Doc ID 2335191.1)

Goal

When trying to update an Approved Revenue budget, having budget lines with different start date, not all budget lines are updated using PA_BUDGET_PUB.UPDATE_BUDGET procedure.
Budget's entry method code is "Top Task Level (resource)"  with time_phased_type_code = 'N'.

Is it a bug or a normal behavior?
