Image Upload Despite Restriction

Attempting to deploy the 'Catalog Item Picture' feature <Note: 1907999.1> as part of a 12.2.6 upgrade.
An issue has been identified whereby you can upload an image which is greater than the ‘Upload File Size Limit’ profile option.
Set the limit to 1000KB at responsibility level.
When attempting to upload a file which is bigger than this (i.e. 3.95MB) the error is initially produced as expected
(The file you are trying to upload has exceeded the maximum size of 1000 KB. Please upload a file of size less than 1000 KB or contact your Systems Administrator for assistance.) but if you subsequently click 'Apply' the image is uploaded, although the actual image is not displayed (this may be because it is larger than the limit).

ERROR
-----------------------
The file you are trying to upload has exceeded the maximum size of 1000 KB. Please upload a file of size less than 1000 KB or contact your Systems Administrator for assistance.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set the System Profile 'Upload File Size Limit’ to some value, say 1000kb.
2. From OLM Admin, upload an image the is larger than this limit (say 4 meg.)
3. Error is received but the file name is still populated and can be applied a second time
4. This completes, but the image on the page shows a broken link
