Symptoms

On : 12.1.3 version, BUDGET

Budget Authority fnd_user.user_name longer than 30 characters

When user with fnd_user.user_name longer than 30 characters tries to Approve a new Budget Authority, ORA-01403: no data found displays and status gets stuck "In Process" - the workflow errors with ORA-06502 PL/SQL: Numeric Value error.

Also, When the user name is more than 30 characters, the BE Approval process is getting error out

The issue can be reproduced at will with the following steps:
1. Create a Budget Authority transaction
2. Try to approve the transaction with the username more than 30 char
