ACTUAL BEHAVIOR
---------------
In a working registration of EBS with OID 11.1.1.9 instance, when a customer performs a de-registration and Registration back, OID to App provisioning is not working.


EXPECTED BEHAVIOR
-----------------------
OID to App provisioning should be working.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Follow Doc ID 1576425.1 to create an registration of EBS with OID 11.1.1.9 instance
2. De-registration and Registration back

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
An update on the OID side is not provisioned to EBS.
