Why is the Create Debug Rule: Debug Options Profile Option Blank When Attempting to Run Host Concurrent Program?

Goal
On : 12.2.2 with Database 12.1.0.2.
Create Debug Rule: Debug Options are blank.
After setting "Concurrent: Allow Debugging" to 'Yes' at the user level, the DEBUG OPTIONS button is now accessible on the concurrent request.
After clicking on the debug options button, an Internet Explorer page pops up for "Create Debug Rule: Debug Option".
All documentation states user should be able to choose a debug rule here, like:
Logging
PL/SQL Profiler
SQL Trace
However, there are no options here.
