On : 12.2.5 version, Service Request Form

 Unable To Enter Counter Reading Via Service Request as the Tools 2 Menu Option "Counter Capture" is not enabled

Expect the Counter Capture menu option to be available in the Service Request form

The issue can be reproduced at will with the following steps:
1. Login to Applications and navigate to Service responsibility
2. Choose Menu option "Create Service Requests"
3. Query for any existing Service request with an item instance
4.Click Tools2 Menu option
Observe that "Counter Capture" option is disabled
