Performance Encountered when Timekeeper Intervenes to Change WF Notification from Submitted to Working (Doc ID 2337288.1)

Symptoms

Problem Statement Scenario:

Employee created a weekly time sheet and it went to his supervisor for approval as per the approval style setups. Supervisor does not approve the time sheet and it times out and
goes to the next higher up in the hierarchy. This next hierarchy person does not take any action and the Timekeeper intervenes to override to change it from Submitted to Working
but the Workflow encounters performance issues and get's stuck.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Create a timecard
2. Let the timeout to occur
3. Override the timed out notification
