ACTUAL BEHAVIOR

Not all the assignments that are appearing on RTI FPS are also appearing in RTI Reconciliation Report

EXPECTED BEHAVIOR
-----------------------
Same number of employees are expected

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login using UK HRMS manager responsibility
2. (N) -> Process and Reports -> Submit process -> RTI Full Payment Submission
3. (N) -> Process and Reports -> Submit process -> RTI Year to Date Reconciliation Report
