Record Issue Where Dates On Person Record Are Not In Order

Symptoms
We have an employee and somehow HR made 2 different changes to the person record on the same day and it created another person record. When they tried to back out what they did, they removed the change on the wrong person record and now everything we try and do we get an error message. We have tried reversing the term but we can't because it states there are future date person records, when we try and remove the next change on the person record we get an error message. See attached screen shots

STEPS

The issue can be reproduced at will with the following steps:
1. HRMS Manager
2. Enter People and Maintain
3. Trying to terminate the person the error is reported.
