FSG reports show Excel output with incorrect order of the tabs
When running FSG reports with a content set and Excel output, the order of tabs are not as per content set.

Both BNE: Enable OOXML Standard and FRM: Enable OOXML Standard profile options are set to "Yes" at the site level.

When you publish an FSG to an FTP site or generate it from the simplified FSG submission using a content set, the expectation is that the output generated
will have the Excel tabs in the same sequence as the content set but it does not. For each period the report is run for, the Excel output has a different tab order.
