GST : HSN, SAC Code Fields Are Allowing For Update Though User Configurable Check Box Is Unchecked (Doc ID 2338805.1)

 Reported Issue

Defined HSN / SAC codes where at the Define Reporting Type form "User Configurable" checkbox is Un-checked.
This means that the record when entered at the transaction shouldn't be allowed for modification.
But , on transaction level i.e. at Tools - India Tax details form , these HSN / SAC are allowed for modification and on saving
these newly entered values are getting stored in the Define Reporting type form.

Expected Behavior

For cases where "User-Configurable" checkbox is unchecked, system shouldn't allow updating the existing SAC , HSN codes

Steps for Replication
1. Pick a reporting type where "User-Configurable" checkbox is unchecked.
2. At the transaction level , it is letting to modify the HSN / SAC values.

Business Importance
Due to this , users are entering the values for HSN , SAC like free text defeating the purpose of unique code.
