Oregon BIN Number works for employees who explicitly have WORK_AT_HOME flag set to 'N'.

EXPECTED BEHAVIOR

Expect Oregon Number to work regardless of WORK_AT_HOME flag

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
View Self Service (online) Payslip and BIN number is missing for employee where WORK_AT_HOME flag is NULL
