Email approvals are not working for workflow notifications.
Expect email approvals to work for workflow notification.
The issue can be reproduced at will with the following steps:
1. Generate a workflow that produces an email notification.
The issue has the following business impact:
Due to this issue, users cannot receive workflow email notifications.
