New Ledger Is Not Available In Open Periods for GL

Information in this document applies to any platform.
Created a new ledger but it is not available in Open Periods form for General Ledger, after setting the profiles "GL Ledger Name" and "GL: Data Access Set".
The issue can be reproduced at will with the following steps:
1. Navigate: Setup > Open/Close
2. Attempt to select the new ledger and it is not in the LOV.
