R12:IBY: Send Separate Remittance Advices Fails Due to Required Property Missing (Doc ID 2339825.1)

Symptoms

The Send Separate Remittance Advices (IBY_FD_SRA_FORMAT) concurrent program fails to send emails to valid addresses.  The following messages are seen in the concurrent request log file despite having the properties defined in the xdodelivery.cfg file:

The messages above confirm the xdodelivery.cfg file exists and is readable.  The file is configured with the required parameters.

STEPS
The issue can be reproduced at will with the following steps:
1. Complete setups according to "R12: AP/IBY: How to Setup Remittance Advice Email Notification for Suppliers (Doc ID 1072399.1)"
2. Ensure that the xdodelivery.cfg file has all required parameters
3. Submit request for Send Separate Remittance Advices
4. Observe the log shows the xdodelivery.cfg file exists and is readable but the extract SMTP server host is null.

The issue has the following business impact:
Due to this issue, users cannot use the Send Separate Remittance Advices concurrent program to send remittance advice emails.
