ACTUAL BEHAVIOR

The link in an RFQ notification is showing up as text instead of a link.
EXPECTED BEHAVIOR

The text in the RFQ notification should be a link.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an RFQ in Oracle Sourcing and send notifications to suppliers
2. Open notifications and see that instead of a link, there is the text &LOGIN_VIEW_DETAILS_URL
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot use the link to access the negotiation page
