Online Discussions - When Using the Private Check-box Functionality Notifications Are Not Sent

Symptoms

ACTUAL BEHAVIOR
---------------
When checking the Private check-box in RFQ Online Discussions (both in the Create New Message & Reply To Message pages) notifications aren't being sent as expected to the Buyer.
When leaving the check-box unchecked notifications are still sending to the collaboration team members properly.

EXPECTED BEHAVIOR
-----------------------
It is expected that when the private check-box is checked, that the Buyer will receive a notification message.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Sign on to Sourcing
2. Navigation: Sourcing - Home Page > Negotiations >
3. Open an existing RFQ
4. Click the Actions Drop Down and select Online Discussions > Go
5. Click New Message > Check the Private Check Box
6. Write message and send
7. The Buyer doesn't receive a notification message

Changes

 <Patch 23562204>:R12.PON.D was applied - This patch adds the ability to add the 'Private' message check-box field through personalizations.

   The Private check-box provides a functionality in which when a supplier user checks the check box and sends a message to a specific buyer, only the Buyer of the document will be able to see the message.
   Also, if the buyer is sending a message to a supplier user, and this check box is checked, then only the supplier user can see the message (the message won't be visible to other users).
