Symptoms
E-Business Suite R12 Concurrent Processing, Request Processing related issues
Customer has upgraded from 11.5.10 to R12.
After the upgrade when navigating to specific responsibilities the following errors:
APP-FND-01926: The custom event WHEN-RESPONSIBILITY-CHANGED
raised unhandled exception: ORA-04067: not executed, stored procedure "PUBLIC.MO_GLOBAL" does not exist.

The issue can be reproduced at will with the following steps:
1. Login to EBS application.
2. System custom responsibility.
3. The error is displayed on the screen.
The issue has the following business impact:
Due to this issue, users cannot navigate to custom responsibility.
