ACTUAL BEHAVIOR

Payroll Element Appearing Twice in Pay Element Distribution Rules

When trying to define Pay Element Distribution Rules in Projects module for a pay element which is update,l element is Appearing Multiple Times in Pay Element LOV.
I believe due to this Payroll Actual Hours Report shows double the cost for these element even though the costing is appearing correct in Project.

EXPECTED BEHAVIOR

Payroll Actual Hours Report should show actual value

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Payroll Element is appearing twice in “Pay Element Distribution rules”
2. When an element is updated used Update option instead of Correct.
3. Costing is happening Correctly but Payroll Actual Hours Report is doubling up for the element which is updated.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot costs to projects
